The energy program will look at the question of energy from both the western perspective and the perspective of the emerging powers such as China, India and Russia. The Energy project falls under the rubric of the FPC's work on 'Rising Powers' which examines the implications of the rise of China and India, and the re-emergence of Russia on the international system.
The Energy Project will focus on two principal areas:
- What is the role of energy security in shaping the international security environment both globally and regionally?
- How will the world's rising energy needs be met in the future? What is the role of renewables and nuclear power in fulfilling future energy requirements and what are the implications?

On the back of windfall revenues from oil and gas exports, Russia has transformed itself into a new energy superpower. Instead of the red army, the penetrating forces of Moscow's power in the Ukraine, the Caucus and Central Asia are now its exports of gas, electricity, cultural products and consumer goods. But without a major redirection of policy, Russia will eventually see a decline in energy production and a follow on decline in its resurgent "soft power".
